Permissions to update users profile from front end

Permissions to update users profile from front end was created by twoten
It would be useful for users with special privileges e.g. moderators to be able to update profiles from the front end.
With a large amount of members lists can be generated and then accessed via a filtered list link then updated without having to log into the back end and find the user.
It would also be useful not having to give administrators access to the admin area to be able to do these updates.
