OK from that error message I see at least 1 error...

notice the double slash after forums...

That tells me that on the parameters screen you have forums/ typed in ... remove the / at the end and see if that helps...

Yes, the Directory for phpBB: within the plug-in manager was incorrect from some timkering I did. The phpbbgui.php loads correctly, and sychronized the users.

However, I am still receiving the 404 Not found error because the link to the control panel from the plug-in manager seems to be sending me to index.php

The link for line 40 is correct, it points to phpbbgui.php as intended.

It must be server side, though I have no redirects set up.
I will get with the server host to find out if this is the case, possibly because the file name begins with php?

In the meantime, I have used the settings within phpbbgui manually by pointing my browser directly to the file.

Should I be ready to start accepting users?

I would track down that server/link issue but other than that you probably are ready for users
