it was designed for frontend moderation.

the new backend users management of cb 1.1 has new selectors to see e.g. not yet approved users.

The thing is that adapting the module for backend should be fairly easy (theoretically a few changes in xml file (see a backend module as example) so it could install, maybe a few path changes in php, like sefRelToAbs inexistant in backend) but not enough, as all links for all workflows are to the front-end component.
