It's funny how when you dont get any help from anyone you figure out a better solution anyway. Here is the solution for any that want help.

If you would like members to be able to upload pictures for other members to see when they view their profile do this:

1. Install the DATSOGALLERY component.
-it allows members to upload pictures to a general gallery that anyone can see.

2. Next, install the DATSOGALLERY_TAB plugin.
-make sure to install into the backend of the community builder plugin manager.

This tab will show in each members community builder profile and will show only the pictures they have uploaded.

Double Cool. Now members have a visual way of connecting with other members.
