it seems to be fixed in the joomla SVN
to see the differences, follow the url:

it works fine on my sites

I'm attaching the newest includes/database.php which works really fine for me.

I tried this database.php and tested it. User registration, activation + mail + approval and profile update works again. Thank you

PS: Just had to rename your file to database.php
