OK, I think I found a workaround for this. I installed ChronoForms and I can use that to create a new registration form for the free users to use. It also has a plugin to register the user with community builder. What else will I need to change in the database to make sure they are assigned to the free plan that I have setup?

**Edit, I figured it out. I just had to add an entry to the table jos_cbsubs_subscriptions
