You must use FTP to upload the certificate file you downloaded from your PAYPAL account to your server.

you can place the file in your public html root folder (same place that Joomla root is).

Then just type the full path of this file in the CBSubs field.

Check your Joomla Global settings area to see the full path of your root folder or ask your host to tell you what it is.
