In CBSubs Settings, when clicking Permissions button top right, I see:

Manage Sales operations
├ Record payment transactions

Checked on dev and live sites, it's always there.
Make sure to login as a super-admin....

DUH ... I was in CB Configuration (not CB SUBS settings).
