You are most likely trying to install a CB plugin using the Joomla Installer instead of the CB Plugin Manager.
This will cause Joomla Installer to give you a message that it cannot find a Joomla xml file in the package you are trying to install. It is seeing a CB xml file instead.
Also suggest to study the documentation you have access to as this is also explained in there.
