Please note that a PUBLIC menu item to CB is MANDATORY - it must be PUBLIC not Registered.

This is how Joomla works.

Ok... i've made several test now, and the problem is with Internet Explorer only... even with PUBLIC settings.

Works with Firefox, Chrome and Safari, but with IE it show "unauthorized action"!

Try with ie8 and ie9. Site run with ie7 emulation (template settings).

It's a bug?
