Thanx for infoming me when and if it's going to be fixed, also if there's going to be another solution:)

Fixed in shortly upcoming maintenance release CBSubs 1.0.2: now when creating a backend user, you can assign him to a plan available for "registration", and when editing, you can then upgrade to plans which allow "upgrade".

The rest is plans workflows, which will be solved differently as discussed already, in a later feature release.
