Try creating a new account with just one group (superadmin) and test.

So you are telling me as "site administrator" I am unable to grant access to new users?
How do I make a new account when I can not grant access to anyone? Even if I make the new account from the back end I can not grant access to anyone???? That is the total problem

The issue is that if under Joomla 1.6 you give a single account 2 groups, then CB has issues with this.
Try using the Joomla user manager to create a new user with only super-admin (or just admin) group level.
Then login to backend as this user and test again.
