Yes it is. Added an extra line to make this even clearer on the project overview description page (link given above).

3rd. Install plugin publish plugin, it is not publish need to got elsewhere to do it further.

In some ways cb is complicated on whereabouts of what we have just installed, tab, fields, modules, there is to much to keep up with, that's why you should have the simple instractions that you gave somewhere, the plugin page on joomla site has a documentation button, that in cb case doesn't links back to documentation. You should consider creating it, IMHO it would increase the amount of users that might use CB.
