Yes, all patches listed in the forge and marked as solved by CB 1.7.1 are integrated in CB 1.7.1 either as the patch on the forge, or differently. Each tracker item has full comment on how the final fix was incorporated.

One user has reported an issue with confirmation link with CB 1.7.1+CBSubs in a very particular setting. That is under investigation. So Backup before you upgrade, then upgrade and test your registration process. If there is any issue, you can install over CB 1.7.0 at any time.
