[SOLVED] Cant make User changes in backend - Cross posting

I went to User Manager. Attempted to edit a user.
got the following error:


403 - An error has occurred.

Access Denied

Return to Control Panel

Forbidden

You don't have permission to access /administrator/index.php on this server.

Please open ticket with your hosing provider - guessing that they have a security mod rule in place that needs an exception for Joomla.

I can edit my own user profile and one other that I created as a test user. But no others.

Found a setting in Admin Tools Pro Web Application Firewall that was preventing any changes in the Core User Manager. I am now able to make changes in the User Manager, but the same issue persists in CB.

Any further ideas?

Yes, disable admin tools altogether and test.

If things work then please notify the Admin tools developer for fix.

Yeah, that was my next move. disabled it, then completely removed. Still same issue.
Reinstalled that component and nothing changed.
If I uninstall CB with the intention of doing a fresh install, how can I retain it's user database?
