Fields don't have access permissions. Field access is based off tab access. This will change probably in CB 3.0 were we completely get rid of tabs in favor of "Field Container" fieldtypes, but for now you'll need to place fields on various tabs as needed for access permissions or try using CB Conditional to conditionally show/hide fields.
