You're trying to add CSS to language overrides and not CSS overrides please read the below blog post carefully.

I apologize, but I'm absolutely lost on this.

The article says there's an Overrides tab in CB -> Plugin Management. I can find nothing of the sort. There are no tabs on that page, and no plugin other than the Language Plugin that has a place to enter things - but it looks like the screenshot I sent you, not like the article you point to.

Am I missing something that should be installed?
