There is no frontend user creation beyond logging out and going through registration normally.

Yes, you'd need to setup the permissions for that. Navigate to CB > User Management then click Permissions on the menu bar on the top right.

i´ve checked this and it seems that useres who are in a lower Group with less access rights and also are in the Administrator Group at the same time are not able to add new users. Can you confirm this?
If so, how can a user then get the right to add new users?
You can adjust what permissions a usergroup has on a per-view basis within CB. So for user management you'd navigate to CB > User Management > Permissions and ensure they've the "Create" permission. They'll likely also need "Access Administration Interface". This should all just be inherited if you're using the Administrator usergroup. They won't be able to create users with permissions same or above them though. So an administrator can not create a Super User for example or another Administrator.
