Yes.
To get CBSubs GPL for all your websites, you need to purchase a CBSubs subscription.
To buy an ssl certificate (if you need it of course) you should ask your hoster.

If you want to accept on-site payments, yes. Otherwise you can use PayPal for example for offsite payments, which does not require SSL.I imagine you must have a certificate to use cbsubs ?

I would use only PayPal as a form of electronic payment.
Other forms of payment you propose can not be used in my country ( Italy ) .
And then I would use the bank transfer and other non-electronic forms .
The only other form of payment you can come to my mind is GestPay , but is not supported by cbsubs .
If you only use paypal you do not need the certificate ?

As Kyle already answered, if you are only using Paypal you can do so witout ssl.
It is totally up to you.
Some people may avoid purchasing on sites without certificates.
