Turn off client side resizing in your avatar field and retry to try leaving it entirely for the server to do. Some browsers client side resize poorly and cause pixelated or fuzzy images (FireFox, Chrome, and Edge should be fine).

For my review:
In the Allow Client Resize option in the Image limits tab under avatar in Field Management, I selected Disable and my issue was solved.
