How can i migrate the latest version of CB into a new joomla 4 install?

I have some knowledge of phpmyadmin just need to know what tables to move.

Also what file directories need to be move to the new install.

Update CB and all your installed CB addons then update Joomla. That's basically it. You'll need to deal with any other extensions you're using though to make sure they're also compatible. Manually moving the data over is a significantly larger task, but if you insist all the following belongs to CB.

All database tables beginning with the following:
comprofiler_
groupjive_
cbsubs_

The following folder:
/images/comprofiler

CB is coupled to Joomla's database tables though. So it's not enough to just move CB data. You'll need your Joomla users too and their relevant tables are as follows.

_users
_user_keys
_user_mfa
_user_profiles

Joomla users are coupled to Joomla ACL so the below tables then also become relevant.

_user_usergroup_map
_usergroups
_viewlevels
