We don't provide support for emailing everyone at once. That's a lot of users to email all at once. Normally you'd put those through a newsletter like system so the emails can properly queue up and send with crashing the server. I suppose you could use Joomla's mass mailer though since it's ACL based and not user-selection based, but I would be careful here as again it might crash your server.
