I am looking for this functionality or plugin if it exists.
When someone is at the registration screen, if they try to navigate away or clos the page, a popup that says- “a don’t leave yet pop-up
OR
“–a box that pops up if you don’t sign in
OR finish a purchase in Virtuermart that says “don’t leave yet”,
Any direction will be appreciated.

You'd need a Joomla system plugin then to check the URL on page render then perform you redirect from there. Not sure of an example to provide, you could review other Joomla system plugins as examples (I think they provide and example plugin in the systems plugin folder?).
