It will return completed, but the IPN check will fail with COMMUNICATION ERROR. It's the same issue and we're aware of it. It only applies to PayPal Sandbox as they've made security changes that will go in affect June of next year that our gateway currently doesn't take into account. We will be investigating it further. If it affects a live site then ensure API credentials are correct and/or you did not enable the additional security features early.
