File upload field - change default option "upload file" was created by

Hi

With the file upload field we would like on registration or edit profile to show the file upload form eg "Choose file [ ]" by default but NOT have to make it required.

Right now it just shows a "NO FILE" label

Can we by default show the upload file option and then if they don't want to they choose no file or they can just submit the registration without choosing a file if they don't want to.
