It has to exist in the database. That's all that check does is query the database to see if it already exists. Review your _users table directly in your database as maybe you've a bad user row.

Is that your registration page in the modal window? Are you using CB registration, Joomlas, or 3rd party? I don't know what to tell you. I don't know what to tell you. It has to exist in the database or you've some other validation check configured. Username and Email must be unique.
