Language plugins are entirely community driven. It doesn't look like CB ProfileBook is 100% translated to German. See transifex below for completeness.

But the thing is: We use the same versin of cb, profilebook and translation file. On one webstei it is translated, and on the other webste it's not... Thats the strange thing ?
The language plugin CB loads is based off the selected and loaded Joomla language. Ensure you've both a CB and Joomla language plugin installed.
