Does CBSubs create a new user database? I have a .csv file of about 1000 paid members. I will need them imported if I am to use CBSubs with Joomla and Community Builder.
Is that possible?

CBSubs does not import new users, it simply imports subscriptions to EXISTING users. To import users via CSV you should use CBJuice.
