Ok... so I went into the configuration setting of CB Conditional, disabled the 'Validate' function and registration is now able to advance to Step 2.
Still puzzled, however, as to why the 'Step 2 tab would be highlighted in red if I can't get to it to see what's up.
So I'm going to re-enable the 'Validate' function and try Step 1 with a working email address...
I've reproduced your exact setup and can't duplicate the issue. Please PM backend super administrator credentials and will take a look. Seams for some reason some fields on Step 2 aren't getting the class to disable their required flags.

Have reviewed your install and was able to find a bug in the plugin. I've fixed the bug and installed the fix release on your site already. I've also adjusted your conditions for those 3 fields to be more appropriate. The only time you'll notice a problem is if you do the below.
Field 1: No
Field 2: Yes
Field 3: Shown
Field 1: Yes
Field 1: No
Field 3: Hidden instead of Shown
However this is simply due to the way the conditions work. Field 2 doesn't know Field 1 has been conditioned, etc.. So Field 2 doesn't fire its condition handling in order to display Field 3. However, this shouldn't be too much of a problem as I don't foresee users flipping the radio backs and forth over and over. Looking into a way to trigger all conditions to re-evaluate when 1 condition fires and this should better allow field chaining.
