I am adding users then deleting them so I can debug the email notifications. Now with only one user, it is showing a list of 9 users in my CB Workflows module.

The editing I am doing for the email is adding new fields, like so...

DEFINE ('_UE_REG_ADMIN_PA_MSG','A new user has registered at [SITEURL] and requires approval.\n'
.'This email contains their details\n\n'
.'Name - [NAME]\n'
.'Phone - [cb_phone]\n'
.'E-mail - [EMAILADDRESS]\n'
.'Username - [USERNAME]\n\n'
.'Double Check that [NAME] has completed all of these forms before approving registration.\n\n'
.'********** Individual & Health Care Group Forms **********\n\n'
.'[cb_indw9] - W-9 Form\n'

...this continues, but you should get the picture.
So is this code and/or the erasing of users before approving cause this issue.

It looks as though going to Joomla Menu Manager instead of CB Menu Manager has caused this? Is there a built in way to prevent this without hacking into the code?

Don't use Joomla user manager. You need to be using CB > User Management to delete user. If you've used Joomla user manager then run user synchronization from CB > Tools.
