hello, i see a dropdown to choose who are the recipients. i can only choose "all cb mods". Is there a possibility to choose some users by filling in the ids for example?
If not possible: In the CB options > tab moderation : i can choose which groups are cb mods. Can i also make a joomla user group (parent is registered) with for example five users and after this choose this user group as cbmods? or is the manager group needed as parent group? or is it not possible to choose a selfmade joomla user group for this?

At this point no - but it's a planned feature on the tracker for next release when I get a chance.

Correct, it sends to CB moderators only. You can't select user by user or group by group; as Nick stated that's planned for a later release.

i have 2 superusers and 1 manager and 1 administrator at our site. the cb moderator level is set to manager. but only 1 person (myself) is receiving the update logs per e-mail.

You need to ensure your other moderators are set to receive moderation emails. This is enable/disabled by editing them within CB > User Management.
