Install what package? You need to be specific. What Joomla version? If you're trying to install CB Pro then you need to ensure upload_max_filesize is set to at least 6M (this information is provided for you directly in the packages download description and its documentation).

The package download from CB. Joomla version 2.5.6, upload_max_filesize is set to 32M already. But its solved now because I have installed fresh and happy to be over with this problem. I dunno where and what is causing the problem.
