In my PMS settings I have multiple recipients on, and 0 limit. But it will not send to more than 1 recipient.
In the front end it says "You may send this message up to a maximum of 1 user."
Is there another place where this is controlled?

Was able to confirm and have added a bug ticket to fix.

Should be able to set it to something like 100 to workaround the issue for now. Probably unlikely for someone to PM your entire userbase though so I don't recommend setting it to something beyond a reasonable limit (e.g. 5-10 would be a pretty healthy limit).
