yeah, I'm trying to get in touch with him. It's CBmailing. I'm not 100% this is the cause - I need to do more testing

Easiest test is to ensure registration emails are sending to users with capitals in their email or test if CBs Mass Mailer will send to a user with capitals in their email. If NOT then there could be an issue, but in my tests it's working fine regardless of case. If sending fine then is not your host and not CB, but the extension it self, which the developer responsible for it should fix of course.
