Since you are a Developer you have access to CBSubs and it has a very powerful mailer feature that you can use to accomplish this.

Setup an email action to check if their birthdate field is equal to today in the conditionals. It should use the Internal Users trigger. Next setup a CRON task for the internal users URL found within CB Auto Actions > Config > Internal. Have it run daily. That should give you what you're wanting.

You'd need to use the CB date substitution and the substitution for your date field. You'd then to use one of the special conditional functions to make it strtotime so they can compare. Example as follows.

Conditional: strtotime([cb_birthdate]) Equal To strtotime([cb:date format="Y-m-d" /])

This should compare the users cb_birthdate date field to the current year month and day to see if they match.
