You can try the below to see if it'll compare just month and day.
Conditional: date(m-d,strtotime([cb_birthdate])) Equal To strtotime([cb:date format="m-d" /])
You could also try the below.
Conditional: strtotime([cb_birthdate]) Less Than or Equal To strtotime([cb:date format="m-d" /])
Conditional: date(m-d,strtotime([cb_birthdate])) Equal To strtotime([cb:date format="m-d" /])

Enable debugging in the action then enable debug mode and maximum error reporting in Joomla global configuration. Now test the action and if it's failing at the conditional it'll tell you what values it's trying to compare to give a better idea of where it's going wrong.
