Update to latest Joomla. Once done update to latest CB 2.x nightly and CBSubs 4.0.2 found below.
CB 2.x Nightly:

CBSubs 4.0.2 Stable:

If issue persists enable debug mode and maximum error reporting to see if any errors output. If no errors please disable all SEF and Caching if enabled then see if issue persists. If issue still persists please PM backend super administrator login credentials and will take a look.

the problem was 1 notice was causing an issue, all notices are fixed, and promotions are working, thank you. did not know a notice would cause this...
