I tried another thing.
First I disabled the Editors that I don't want and leaving just JCE and None.
I set the JCE to a higher ACL level and none to Public. I was hoping that this would leave the None editor as the only choice in the Params setting. But not so... Both choices are still there and a user with only ACL as registered can still choose JCE even though it is set to only be available to higher levels of access.
Might this be a bug, or a feature?

No idea, please create a Joomla menu link to Joomlas user details and confirm if the editor parameter is behaving the same. We use CMS specific API to create the parameters field.Might this be a bug, or a feature?

I did as you proposed.
It looks and behave the same as in CB params, so it's a Joomla bug then.
