That's not possible for it be missing unless your install has been tampered with. It also could not be due to lack of permissions as only Super Administrator can access global configuration. The directions provided are assuming of course that you're on Joomla 1.5 as the path and parameter are a bit different in Joomla 1.6, but similarly located in global configuration.
