Whichever you want. It maybe easier to place a Condition Other on Set 1 that if it's not empty to show Set 2. Then repeat with Step 2, etc..

Now I'm kinda confused- when I create a dropdown field I do not see the conditional options on the right; also the regarding the tabs on the conditional plugin that does show up in certain field types, I'm assuming this is for several separate operations that can be attached to that one single field?

This is kinda confusing to me and I'm really trying to get my head around it. Thanks for your help!
