Despite my refund for user Final9876 being a full refund, I cannot delete the subscriptions from user management, because when I check the delete checkbox the message "Product instance still has children and can not be deleted" is displayed.

As I tried to explain, the user (Final9876 - I PM-ed his username and password) had 3 subscriptions - one parent and two children - but only the parent is now displayed. So although I would like to delete the two child subscriptions first (1st Family Member and 2nd Family Member) I am not presented with the delete option.

That's because the plan you refunded has active child plans that the user is subscribed to. Child subscriptions become inactive when the parent subscription is lost. You'll need to unsubscribe the child plans and can then remove them and the parent from backend. If the children plans aren't visible then add the parent through backend, remove the children, then remove the parent.
