Have reviewed your install. It's not working because your test user has the Publisher usergroup. You've "Moderator View Access Level" set to "Special". The "Special" view access level includes the Author and the above usergroups (this includes Publisher). So this user has CB Moderator permissions and is exempt from the upload limits.

I've created for you a "CB Moderators" view access level that includes managers, administrators, and super users usergroups only. Limit appears to be working fine for the supplied test user.

Thanks Krileon,
I've just tried, it runs. Before your work, also with other "normal Registered" users I had the problem of limit.
My test users is also Publisher because I was trying something.
Anyway, now all seems to work properly, thanks.
