Just a heads up I am currently working on implementing create permissions for private messages. The following is being implemented.

Public - create permissions for public users
No
Yes (Users and Moderators)
Yes (Moderators Only)

Message - create permissions for registered users
No
Yes (Users, Connections, and Moderators)
Yes (Connections and Moderators)
Yes (Moderators Only)

Reply - create permissions for replies
No
Yes (Public, Users, Connections, and Moderators)
Yes (Users, Connections, and Moderators)
Yes (Connections and Moderators)
Yes (Moderators Only)

This will give greater control over who can message who. For example you could set "Message" to "Yes (Moderators Only)" and users will only ever be able to message moderators. Reply permissions is separate so for example you could allow users to message everyone, but only reply to their connections and moderators. Triggers are also being added for these access checks so they'll be extendable by CB Auto Actions if you need something more elaborate.

I hope to be done and have this released before end of next week.

very thank you kyle, is it not better admin can select which joomlausergroups has permission to Message or Reply instead of predefined options?
something similar set ACL and permission in cb, for who can see my specific profile field.

Selection of a view access level is planned in addition to the above. The above is just the custom permissions to cover specific usecases.
