Admin tools is blocking direct access to the SCSS files. For example the following can't load.
/components/com_comprofiler/plugin/user/plug_cbtemplatechanger/scss/sources/bootstrap/bootstrap.scss
I've added an exception to Admin Tools to allow direct access to the following directory.
components/com_comprofiler/plugin/user/plug_cbtemplatechanger/scss/
Have confirmed this fixes your issue. Please be more mindful of what security features you choose to enable in the future. I have also recompiled and saved your template confirming issue now resolved.
