CBs jQuery isn't loading. If you've an alternative means of loading jQuery then be sure CBs jQuery is toggled off in CB > Configuration > Integrations otherwise be sure it's left on. Some 3rd party jQuery extensions modify Joomla headers and remove CBs jQuery output, but this will just break CBs jQuery so be careful with some of those 3rd party jQuery loading extensions.
