Template CSS

When I change css pages in a template, the changes don't show. Also, I don't understand what this page is:
css-664cae5aa9167dd48e1402380a1c4979.php

But does it have something to do with why I can't just edit the css page?

What is path/filename os CSS file you are changing and what template do you have set in CB configuration? what class/id are you modifying, and what is new value?

I'm was trying to change the font size in osx/template.css for the OSX template. Also trying to change the image width and height for tabs.

Tried changing these among others:
.dynamic-tab-pane-control .tab-row .tab

And while I'm at it, I can't seem to get titleCell to style with Vertical-align: top. Any idea what is preventing this from working? Default template comes this way - the style is there but it isn't working.
