autowelcome plugin not working with joomla 1.5

autowelcome plugin not working with joomla 1.5 was created by kallumamaji
I installed auto welcome plugin it installed successfully but when I tried to see its properties the error message is

Direct Access to this location is not allowed.


system legacy plugin is disabled.
