CB Gallery can be configured in such a way as to have all items not approved. This means that uploaded items would only be viewable by profile user and CB admins/moderators.
You can also manually zero out the quotas for individual profiles.
This is the best that can be done with the current version of CB Gallery.
But I am thinking of adding a new feature to enable your use case.
