Required fields not working.

PHP 5
CB 1.2.3
Joomla 1.5.19
When a member registers we have "DOB, Country, & City" as "this field is required" and the member is suppose to have these 3 fields filled out before they can register.... but we have had 5 members since yesterday join that never filled out those fields when they registered. How is that possible? I've checked all the settings twice over.
And also wondering if there is a way to make the "gender" field a required field at registration too?

Are you sure they are registering through CB?
Perhaps you have left the Joomla registration open?
