Yes, using documentation subscriber ajax file fieldtype plugin which will allow the creation of File fields similar to that of Image fields.Is it posible to create a registration form with
an file to upload and make this registration send
to both the user and the admin?
Yes, see User Profile tab of CB configuration and change who can view profiles.And 2nd dont give users primision to see there profile?

The documentation subscription includes all "thank you" plugins and more. This includes but not limited to the ajax file field plugin. You can read more on documentation subscription and what it provides
